In the code, values of response reduction factor R and zone factor Z/2 have been mutually adjusted. This adjustment shall be removed. Z/2 shall be made as Z and values of R shall be doubled. This will make things more logical. As per present code, PGA for DBE in the most severe zone is 0.18 = 0.36/2, which is much smaller when compared with any other international code and even some of the recorded earthquakes in India in zone V have shown PGA greater than 0.18.
On the other hand values of R for SMRF is 5 which is again much smaller than values given in other codes. IBC takes R = 8 and New Zealand code has R = 10 for SMRF.
