While identifying mass irregularity, mass of a particular storey is compared with mass of storey above and below it. While for stiffness irregularity, stiffness of a storey is compared with storey(s) above only. This implies that if a building has soft storey in the top most floor (say K less than 50% of storey below it) and if mass of this top most storey is same or comparable with other storeys than building will qualify as regular building !!.
