We are adopting well foundation for designing a longer span bridge as per IRC. Our bridge falls in seismic zone IV. We have taken reduction factor of 3 for our pier design assuming plastic hinge will be formed at the junction of pier and well cap. The well is designed for the forces transmitted from pier that is the capacity of the pier multiplied by over strength factor(1.35) (Pier is designed for reduced forces after using reduction factor of 3). But there is a debate on taking this reduced forces (pier capacity) for the foundation design. Please clarify us whether we can take the reduced forces or forces without reduction factor for the design of well foundation.
