Please look into the catalog/brochure published by TATA steel regarding their manufacturing process. Or refer pp. 25 of my RC Design book. Due to this they have tempered Martensite outer layer which resist corrosion. Note that TMT-CRS bars have better corrosion resistance that of ordinary TMT bars.

Fusion bonded epoxy coated bars (IS 13920) have been used since 1970s and their performance have been found to be satisfactory (Smith and Virmany, 1996)

Also see: http://www.virginiadot.org/vtrc/main/online_reports/pdf/00-r16%20.pdf, which provides opposite view. Hence even if you provide a good quality rebar, you need to provide an impervious and thick concrete cover and also cure the concrete surface properly!

           There is no structure that can be said to be able to withstand the force of Nature, the construction industry have undergone major changes to ensure much safer buildings and one such is the reinforcement used for construction. Nowadays TMT is used for RCC, and it have the necessary safety requirements to withstand disasters to avoid major losses. TMT bars such as Fe 415, have been designed to provide the idea of safer homes.That is the best a man can do to withstad natural forces
