Buildings-Onsite Quality in Bharat in General

Having observed many sites in Bharat, during RCC construction stage, I reach to a conclusion that produced quality does not meet required marks
It is noticed that engineers responsible for site activities do not involve with dedication to deliver works
It is also, noticed that Quality engineers often, ignore requirements & just fulfill documents to show that observations were made to site engineers
No one bothers about workmanship that adds to quality results
Sites are not seen tidy in general, for materials storing is not done in required & safe way
Reinforcing bars are stored under weather moisture that leads bars surfaces rusted
Rusted bars are included permanently, without applying any degree of either sand blasting or steel brushing
Columns are seen bulging & also, remain out of tolerable plumb
Cold joints at beam slab junction & column beam junctions are seen
Rarely, engineers bother about avoiding such cold joint formation
Concrete delivery at plant to delivery at placement time difference is ignored
In facts, placed concrete is partly sent due to its reaching to initial setting time range
Over vibration signs are seen at various horizontal as well as, vertical surfaces
Porosity at various locations is seen
Some locations even evidence exposure of reinforcing bars
Lack of required degree of supervision & surveillance are noticed
Documentation required per ISO 9001-2015 is not evident
Contracts forms are not perfectly drawn & designed
SD related to compression results do not involve
Engineers are required to learn a lot how to control site works
Repairs are conducted /carried out, without telling any authority
Just deliberating on design is not adequate

The point wise inadequacy of supervision as per standard procedure of operation guidelines exposed is eye opener to all. Mere design only will not bring the adequate strength unless all the execution including Barbending,  Centring with proper concrete and Curing done to achieve the desired strength. Mere blaming the designer for failures is excuse unless proved faulty.
