Latest ( 2017) Report Card on  Dams in USA :  Grade : D .  Solution also " What to do about this Infrastructure ( Dams) problem .  
Overview : ASCE latest ( 2017 ) Report Card on US Dams :  Recent California's Oroville Dam Problems Triggers  a Nationwide Review of Dams in USA :

Dams provide vital service and protection to our communities and economy. The average age of the 90,580 dams in the country is 56 years. As our population grows and development continues, the overall number of high-hazard potential dams is increasing, with the number climbing to nearly15,500 in 2016. Due to the lack of investment, the number of deficient high-hazard potential dams has also climbed to an estimated 2,170 or more. It is estimated that it will require an investment of nearly $45 billion to repair aging, yet critical, high-hazard potential dams.

Dear Sefi Engrs.,
The recent Oroville Spillways (Dam)  
Collapse in Ca, USA which require  200, 000 people to Evacuate ,  Repair contract is awarded;
California Awards Kiewit Contract for  Oroville Spillways  Repair :  

DWR is implementing its recovery plan to ensure the system can safely accommodate potentially heavy inflows from the Feather River watershed to Lake Oroville and subsequent releases from the lake.The complete recovery or replacement of the spillways will be done in multiple phases due to the enormity of the project and the time limitations of the construction season.

Kiewit's work will include a complete rebuild of the main spillway as well additional work to the emergency spillway,says DWR Information Officer Doug Carlson. He says Kiewit has already begun some preparation work on the project, including road construction and stabilizing and hardening the ground around the emergency spillway that was just bare ground that flood water began to spill over and onto. Kiewit will create a channel for this water to reach a diversion pool at the base of the dam spillways.

From  ASCE Smart Brief :   25th April 2017:
Report: High velocity water under spillway likely cause of Oroville failure :  A report prepared for California's Department of Water Resources says the failure of the spillway at the Oroville Dam "likely occurred as a result of high velocity flow ... penetrating under the slab, causing a strong uplift force and causing the slab to lift, eventually causing all or part of the slab to breakaway" with " subsequent erosion of foundation material." A final report on the cause is expected in the fall.

Dear Sefi Engrs.,
Public Safety requires to be right 100 % of the time . Look at what it takes to do it right , so you do not have to evacuate 200,000.0 ( 2 lacs) people at short notice again .  As the great Architect Frank  Lloyd  Wright  once said " DEVIL  IS  IN  THE  DETAILS . "

Engineers use replica to pin  point California Oroville dam repairs.

Engineersbuilt a miniature replica of the Oroville Dam spillway out of wood, concreteand steel, and are using the model to identify the best way to repair thedamaged structure. Channels were built in the replica to aerate the water, asthat is believed to reduce the pressure of the water on the spillway, and afinal report on the research is expected in the fall.

           Senators Support High Hazard Dam Safety Program
Last week, U.S. Senator Jack Reed (D-RI) led a group of 16 Senators in sending a letter to the U.S. Senate Appropriations Subcommittee on Homeland Security requesting $25 million in FY19 for the High-Hazard Potential Dam Safety program. This program, which was enacted in the Water Infrastructure Improvements for the Nation (WIIN) Act of 2016, provides federal grant assistance for the rehabilitation, repair, or removal of non-federal high hazard potential dams. It enables state and local governments, as well as non-profit organizations, to enter into partnerships to address safety issues concerning dams that are not covered by other federal dam safety programs.
High-hazard-potential dams are those whose failure is anticipated to cause a loss of life. ASCE’s 2017 Infrastructure Report Card gave nation’s 90,580 dams a grade of “D,” and ASDSO estimates that it would cost nearly $22 billion to rehabilitate just the high hazard potential dams in the nation.
ASCE supports funding the High Hazard Potential Dam Rehabilitation program at its full authorization level of $25 million in FY19, as well as fully funding the National Dam Safety program at $13.9 million a year. These programs are vital tools in protecting local communities and their economies and would be a step in the right direction towards repairing our nation’s infrastructure. Tell your Members of Congress to support fully funding the High Hazard Potential Dam Rehabilitation program!
TAKE ACTION .

We have talk so much about  safety of OLD DAMS like California,s OROVILLE DAM FAILURE  which  required about 200, 000 people
evacuated . Finally in US money is allocated do  some thing about this Public Safety issue .

Study: US would save $25.1B removing 36K dams
The US should consider removing aging dams rather than repairing them, according to a study in the River Research and Applications journal. The American Society of Civil Engineers estimates it would cost at least $45 billion to fix and upgrade about 2,170 high-hazard dams, and researchers from Portland State University say the US would save $25.1 billion by removing 36,000 dams.

Time for some good news :
From  ACI  Concrete SmartBrief : Feb. 8th , 2019
Oroville Dam emergency spillway work approaches finish line:
Construction on the emergency spillway at Oroville Dam in California is drawing to a close as workers place a concrete cap on top of the buttress and conduct site mitigation. At least 1.2 million cubic yards of concrete make up the new main spillway and emergency spillway.

It is  bad that we make mistakes ( 200,000 people evacuated in Oroville Dam failure ) but we can also fix the problem .

We have do something about it .

Ageing dams in India, U.S., other nations pose growing threat, UN report .

The analysis includes dam decommissioning or ageing case studies from the U.S., France, Canada, India, Japan, and Zambia and Zimbabwe
Over a thousand large dams in India will be roughly 50-years-old in 2025 and such ageing structures across the world pose a growing threat :

Note : In a recent dam failure in USA about 225000 people were evacuated. Dam failures involve mass public safety concerns .
