Dear Er.E.S.Jayakumar,Sir,Eccentric footings on the property-line are given in Chapter 18 of the book,
"Design Aids for Limit State Design of Reinforced Concrete Members" by
U.H.Varyani and A.Radhaji.
These are called side-bearing footings and the philosophy is given by W.Fuchssteiner,Beton Kalendar,Part 2,.
These systems may be used for light column loads.

Dear Varyani sr,
It is a great honour to receive your appreciation !
It is learned in theory that when the point of application (eccentricity ) of vertical load on the footing is outside the rhombus of diagonals l/3 & b/3, tension will develop in soil, which is undesirable. The practical solution is to provide combined footing or cantilever footing.

A sketch plan showing the design detailing of eccentric footing for the column at plot boundary is attached to share my idea with all learned team. This Can be followed where combined footing is going to become more costly.

Dear Sir, For building structures even for small building the Bending moment at the intersection of Footing and  column is bi-axial , hence to footing should be symmetrical to counter the bending moment and punching  shear. The footing as shown in the drawing can be used for column footing of compound wall,  unsymmetrical pile caps etc. These kind of footings should not be used for residential buildings  ,offices etc where safety is of utmost importance.
