Design of Steel frame:
The calsue 3.9.2 of IS 800-2007 states
When the walls, or walls and floors and/or roofs are capable of effectively transmitting all the horizontal forces directly to the foundations, the structural steel framework may be designed without considering the effect of wind or earthquake.
Can any one explain when Design of steel frame satisfying the above case will be found in practice?

The clause 4.5.4 Second-Order Elastic Analysis of IS 800-2007
states
that Any second-order effects of the loads acting on the structure in its deformed configuration may be neglected, provided the following are satisfied:
(a).... & (b).....
Is there any text book with an example of the second order
analysis based on the above assumptions?
Or satisfying the above conditions?

Profiled sheets on roof and sides can be designed for diaphragm action to resist lateral loads. Please be aware that steel framework participates in diaphragm action and axial forces so induced must be combined with gravity actions.
