Very sad condition in this photo you attached . Need to do a better job.
In SEFI we have discussed quite a bit about PROOF CHECKING by THIRD PARTY .  


After some major Structural failures in some cities of USA , now the city building Departments  requires a PEER REVIEW ( PROOF CHECKING ) by third party , before they issue a CONSTRUCTION PERMIT .

Need to do something than to see photo you attached .

Dear Sir,
   One possibility is to remove C5 in all floors and have the beam from C1 to C9 as single continuous span on which the central beam will rest. That beam can be either along C9 and C14 or along C1 alignment. This way you can avoid the column in all floors. However, that long beam will be quite heavy and will also transfer some considerable moments to C1/C9 which has to be considered suitably in the design.
