The Union Ministry of Road Transport and Highways has launched the Indian Bridge Management System (IBMS). It was launched by Union Minister of Road Transport and Highways Nitin Gadkari in New Delhi as a major step towards ensuring safety of bridges in the country. Key Facts IBMS is being developed to create an inventory of all bridges in country and rate structural condition of the bridges. The rating will help for their timely repair and carrying rehabilitation work based on the criticality of the structure. IBMS is the largest platform in the world owned by a single owner, with database that could exceed one lakh fifty thousand bridge structures. How it will work? Each bridge will be assigned a unique identification number or National Identity Number (NIN) based on the state, RTO zone or located on National Highway, State Highway. Bridge Location Number (BLN) will be also assigned to each bridge based on the precise location of the bridge in terms of latitude-longitude is collected through GPS. Thereafter, Bridge Classification Number (BCN) will be assigned to the bridge structure based on the different engineering characteristics. Each bridge will be assigned a Structural Rating Number (SRN) based on allocated numbers which will be used for structural rating of bridge structures on a scale of 0 to 9. The rating will take in consideration of each component of the bridge structure like integral and non-integral deck, substructure, superstructure, structural evaluation, bank and channel, deck geometry, waterway efficiency, vertical clearance, etc. In addition Socio-Economic Bridge Rating Number will be also assigned to the bridges. It will decide importance of bridge in relation to its contribution to daily socio-economic activity of the area in its vicinity. Based on this inventory of various numbers, IBMS will analyse data and identify bridges that need attention. Further physical inspection will be carried out to improve the operational availability of the structure, enhance its life and prioritize repair and rehabilitation work.

Sir,
Indian Govt. effort to evaluate and retrofit existing old bridges is a very commendable  project and very  important from PUBLIC-SAFETY  point of view. Here I am attaching  ASCE  ( American Society  Of Civil Engineers)  Report on USA  existing old Bridges.  USA  Bridges are doing no better than Indian Highway existing Bridges. Here are some details of the same work to be done on USA  existing old  Bridges. :  

ASCE  REPORT CARD ON  USA  BRIDGES:  Grade:  C +    

Over two hundred million trips are taken daily across deficient bridges in the nation’s 102 largest metropolitan regions. In total, one in nine of the nation’s bridges are rated as structurally deficient, while the average age of the nation’s 607,380 bridges is currently 42 years. The Federal Highway Administration (FHWA) estimates that to eliminate the nation’s bridge deficient backlog by 2028, we would need to invest $20.5 billion annually, while only $12.8 billion is being spent currently. The challenge for federal, state, and local governments is to increase bridge infrastructure investments by $8 billion annually to address the identified $76 billion in needs for deficient bridges across the United States.

My simple question to  both The Federal Highway Administration (FHWA) in USA and  Ministry Of  Transportation of Govt. Of  India,  is there  enough TRAINED/EXPERIENCE  MAN POWER (Civil/Structural Engineers) to do such a massive project in each country?

Regarding: Poor quality of Bridge design & supervision Engineers engaged in such mass construction of important/ major & mega bridge & structural projects in India

Dear Sir,
For this New 10 km Six Lane Extra-dosed Bridge Project over River Ganga ( longest in India over river) connecting Kachhi- Dargah to Bidupur in Patna (Bihar) even Bridge design engineer is not even a regular Graduate engineer which should be an NIT if not an IITian.
I have to ask are IITians meant for working for Microsoft etc. or going to abroad only. Should Govt. not involve IIT engineers for such mega & longest bridge of India or probably in Asia on mighty Ganges?

This will bring another Gandhi setu like supervision nearby where the Setu gave way within 20 yrs is under maintenance from year 2000 or so when it got completed finally in 1987.
Another Vikramsila Setu in Bhagalpur constructed merely a decade ago is in dilapidated condition.

Why we are producing IIT Engineers? Even if they are not being used for such International Projects & Correspondence B-Tech Engineers are used.
This will undergo under maintenance within 20 yrs. with such poor quality of supervision & design Engineers, this is for sure what to think of retaining 100 yrs. designed life.
I need your feedback in this regard.

47,000 Bridges Nationwide Are Structurally Deficient, ARTBA Analysis Finds.
Iowa, Pennsylvania and Oklahoma have the dubious distinction of leading the country in states with the highest number of bridges deemed structurally deficient, according to a recent analysis by the group that represents road builders.
In Iowa, there are 4,675 structurally deficient bridges, which amounts to nearly 20% of the state’s bridges, the American Road and Transportation Builders Association determined in a recent review of federal data.
