Tread : Rise dimensions can be taken from National Building Code of India depending on type of occupancy.
Comfortable tread Rise dimensions are
Tread = 300mm.
Rise = 150mm
For Industrial Buildings above is comfortable but maximum rise to be 190mm and minimum tread dim 250mm is insisted.
Yes , working out slope is your prerogative .

Are you talking about ladders. Which are not fixed as stairs.
Ladders Rise tread are always vary wrt the its over all slope with the wall etc.
One ladder can be placed with different height and its laps will be fixed but over all Tan (theeta) =Total Rise/total Run will be different in each case.
But there is limit for safe climbing to avoid slip or topple down back.
Suppose a ladder having 10 steps (Laps). Total length 18 feet. each lap will be of 1.50 feet.
then to rise 15 feet , Sine Theeta = 15/18 -Angle = 56.44 degree.
Now Tan theeta = 1.507 approx you can say for 1 foot tread, rise is 1.51 feet.
