Dear SEfI  Friends ,
TURKEY AND SYRIA  7.8 M Earthquake  killing 3800 people . Do we have to review buildings in High Earthquke Zone lke DELHI  and OTHER  high Seisic Zone cities of India .
Question is does TURKEY AND SYRIA  7.8 M earthquake effect our work in INDIA .

In USA we use the following documents for Strength Evaluation of Existing Structures:
I have used these two documents in USA for Existing Buildings projects.

2)
ASCE 31-03: Seismic Evaluation of Existing Buildings.
SEI/ASCE 41-06 Seismic Rehabilitation Of Existing Buildings.

In  view of this devastating EQ in Turkey and Syria, Lebanon and other neighbouring Nations,,
And  as echoed by our respected International Structure expert Sri VP Pandya saheb,,

Structural Audit of all important Buildings - Schools, Institutional buildings,, Assembly Halls,  Recreational Buildings,  All high Rise buildings  must be made compulsory and retrofit measures shall be adopted.

Turkey Govt. holding Engineers and Builders of collapsed buidings in recent Earthquake in a Criminal Proceeding ( Law Suit  , 35000 dead )  .

From the attached document the problem is :

Turkey EQ

Death toll more than 41000  ,, still increasing

Builders,   Authorities,, must own responsibility,,

Can not be treated as ' Act of God ' if EQ  resistant construction not done on a highly seismic senstive Land,,

At the risk of being simplistic, I do agree that accountability must be fixed. The risk of seismic activity was well known in Turkey, but ignorance, carelessness and corruption kept the codes only on paper.

We had seen the same in India in the Bhuj earthquake. Everyone knew that Bhuj was in Zone V, but seismic analysis and detailing was rarely done, and hardly ever enforced on site. What would have happened if the builders and engineers (as well as approvers) who had allowed this to happen were to be held accountable? Would it not have served as a deterrent for future builders? Would it not have served as a filter to remove incompetent engineers?

We all have horror stories of what happens on site - bar lapping, stirrups, etc. and in some design offices - weak column / strong beam, weak stories, etc. Should these not be weeded out?
