Can anybody suggest me about providing distribution reinforcemnt in the base of attached bridge abutment highlited portion

The abutment sketch not clear,  presume base slab with counterfort stem .

Distribution steel from consideration of shrinkage /temp shall be min 0.12 percent ,, if treated as base slab ,



However in bridges,, distribution to extent of  (0.2* Main DLM + 0.3* Main LLM)  is generally taken in deck slabs and same criterion could be applied  ,,

But if abutment is mass conc abutment ,, surface reinforcement as per IRC 78 can only be suffice.

I generally agree with Er.Vikramjeet. Only, the use of 0.2 DLBM + 0.3 LLBM will not be necessary

Does the black inclined line  indicate counterforts

Usually, in abutments, the heel is long and toe is short to ensure better stability
