You have indeed raised a very valid point.
We did carry out elaborate pull out test for all sections with the embossed part embedded in concrete. The results are tabulated below. FOR 0.025 MM Slip (Specified Ratio 140%)

It clearly shows that the actual bond strength is way above what is required by the specification.
We have also carried out calculation of Ar values completely ignoring the projected area provided by the embossed characters and taking into account the transverse ribs on only one side. The calculated Ar values are also well above what is required by the specification.
