Active and passive damping system? It's easy to do passive in SAP. But how active? In real buildings, you need a real time microprocessor (or computer) processing real time readings from accelerometers, and sending contolls to the active dampers - whether the damper is moving a TMD, or placed as diagonals in bays. You may use something like VHDL (or C) to program these microprocessors ( I don't know what they actually use).
In FE packages, you'll have to write a program taking in one data (accelerations), processing, and turning out the other (strain in damper). ANSYS has APDL, i believe it should do the trick. SAP also has a programming link (an API), which... i don't know much about. It might be able to be used for this.
