Er.Dany,
Questions asked should be clear, for them to fetch answer. You have to clearly mention the context, ie, what painting on which structure, internal or external painting etc. It is observed in some cases that the questions are posted in a casual manner.

Dear Sefians,

This is regarding the painting of an existing coal fired boiler structure of height 28m.
Refering to the CPWD item, the rate analysis on painting on steel structures up to 10 m is readily available and mentioned that measurements above 10m height to be taken separately.

My question is how much percentage rate may considered for each levels like 10 to 15m etc.
Any IS code reference or rate analysis available?

Regards,
Dany

In CPWD DSR/DAR 2018, only the following items have the provision for extra rate for the operation above 10 m height; and no such item is provided for painting items :

13.22 Extra for plastering exterior walls of height more than 10 m from ground level for every additional height of 3 m or part thereof.

13.36 Extra for pointing on walls on the outside at height more than 10 m from ground level for every additional height of 3 m or part thereof.

13.74 Extra for washed grit plaster on exterior walls of height more than 10 m from ground level for every additional height of 3 m or part thereof.

While going through the DAR, the factor for scaffolding is seen not considered  in the analysis for  the items of painting. The extra rate for painting at height above the normal one is mainly attributable to the extra cost for scaffolding, since much extra material or labour is not consumed. You can make use of the item “13.36 Extra for pointing on walls on the outside at height more than 10 m….”, since the analysis of this item does not have any element on extra labour. Only lump sum provision of scaffolding is considered therein.
As the structure to be re-painted is a Boiler, it may be difficult for the painters to operate painting using a rope-ladder. In that case, DSR item 14.72. “Providing and fixing double scaffolding system (cup lock type) on the exterior side, up to seven story height….” can be considered as an additional item, though, its rate is on the higher side.
The following point mentioned in the Preface of DSR2018 is also worthwhile to consider in this discussion:
“4. The technical sanctioning authority may decide rates of non-schedule items judiciously based on market rates without adding cost index.”
I am not aware of whether this aspect is covered or not in any of the IS or other  Codes.
