Please the the attached pdf to clear your doubts regarding ELY and ELZ in Staadpro.
ETABS will automatically calculate these parameters. However, in STAADPro, we need to calculate and provide these design parameters.

ELY/ELZ = Effective length factor * Unsupported length divided by actual length of column

Effective length factor for RCC = 1.2

and Unsupported length depends on restraints provided by the beam to resist buckling in that direction. For example, consider a column of length 3m which is supported by a beam at 1.5 m height in Z direction and supported by a beam at 3m height in y direction. Therefore, Unsupported length in Y direction will be 1.5m because bending in Y direction is resisted by the beam provided in Z direction at 1.5m height. Similarly, unsupported length in Z direction is 3m because bending in Z direction i ls restrained by beam at 3m height in Y direction.
Please see the attached pdf for more clarity.

Yes, very good point / observations by Er Raj ji.

Same situation comes in diagonal members of steel bridges T russ girders , Diagonal s which have node point at center with half  ht. vertical member and small  diagonal from that node providing restraint in Z dir. Only. In Y direction diagonal donot have such luxury of restraint since two trusses cannot be tied at that mid ht level -traffic movement.

Request to put such observations on Sri for benefit of everyone.

One more situation is encountered in all buildings

At frames supporting staircase MID-LANDING beams, the column s supporting  this beam  have Lz of  Half height , but Ly is full height.
