In case 2 storeys are basement and two above ground ,  Filling of outside earth to be done after structure achieve strength , so that shear wall counterforts can resist earth pressures. Just all know.

In hill areas on uphill side the  building is sometimes abutting the loose slope material which is going to exert earth pressures on uphill wall , columns and this is  unbalanced  force to be shared by shear walls , columns of building.

Shear wall is basically a vertical cantilever along it's length direction when acted upon by horizontal forces , during construction its vertical reinforcement must be anchored into raft with full development length AND also at lapping full Ld to be adhered.
