Dear All Sefians,
As you may already aware about below,
Under Gujarat Professional Civil Engineer's Act 2006,Gujarat Government has established GCPCE (Gujarat Council of Professional CivilEngineers, https://gcpce.gujarat.gov.in/) under which they conduct the examsand regulate the license to practice as Professional Engineer, for which manylocal civil engineer's associations are opposing this law (Read Ref-1), whichis very serious because majority engineers who are opposing do not practicestructural engineering practice with Structural calculations and detailingcriteria as per relevant IS standards.Majority of them don't even know IS13920.I see many public and residential buildings designed by them not to ISstandards guidelines.

My personnel Opinion after discussion with my manystructural engineers friends who believes in Structural Engineers practice withStructural calculations and as per IS Standards, as below.
There may be some opinion difference for eligibilitycriteria of appearing in GCPCE's PE Exam & its fees and license validity.but over all its good initiative by the government. And same type of model is already there in developed countries like USA,Australia, European countries. (Giving the PE license after clearing the exam)
1. Requesting government to include clause in CGDCR act,Compulsory to submit structural calculations and structural drawings.
2. Scrutiny procedure: Structural design and drawings mustbe scrutinize by other structural engineer to ensure safety and quality indesign, just the way government does in their projects. And the way developer has to submit the plan as per CGDCR it has also to compulsory submit structural design and drawings.
3.Only Engineer with M.E in Structural engineering isallowed to get license of Structural Engineer, currently they also allowed B.ECivil & Diploma Civil Engineers after relevant years of experience.
As a responsible person, I see this wrong things happening(opposing of law and not doing proper structural engineering practice) I amwriting this to you and request you to post in SEFI for supporting GCPCE andimproving structural engineering practice, SO that others can also join andsupport GCPCE.

Dear SEFIans,
Er Solanki has raised a very important issue. Gujarat is the only state with an Act for competency based Licensing of engineers. I was involved in the drafting of this Act. For many years after passage of this Act it was not implemented. The Council was not constituted. When it was finally constituted, it failed to meet and the registration of engineers has been going on with the use of the grandfather clause. For how many years must the grandfather clause be used to circumvent competency based licensing? I had heard recently that they were finally planning to implement the ACT in toto.
So it is a matter of much shame to learn that some misguided civil engineers from Junagadh, led by a politician, have asked for a repeal/dilution of the Act. As per information available in the public domain, I believe that politician who has changed parties often, is currently with the ruling dispensation, so has been able to get the Chief Minister's eyes and ears on the issue.
It is a test of structural engineers in Gujarat of how they push back against such regressive and malafide demands of repeal of Act.
This Act is a flag bearer for licensing of structural engineers across the country and other states are looking closely at Gujarat to see its success or otherwise.
Dear SEFIans from Gujarat, pl join in and prevent such a travesty from happening and make a counter demand for the Act to be implemented in true spirit.

Our Post graduate courses in Gujarat in Geotechnical Engineering is so competitive., That" They must be allowed in Gujarat by GCPCE to o act as functional to give Structural Design and Drawings. "
Apart from there... Concerns of practising structural engineering fellows are only elements of structures. Many a times , it is observed that Structural engineers are surviving based only on good soil conditions. Rather than their design abilities.....on lighter side.
Various urban authorities must think about it.

Geotechnical engineer 's role is very important , but in India their job is just to conduct soil tests and give soil report . They are not called at site during fixing of foundation level / or for any other Geotechnical issue . A structure with best str design efforts , along with best quality of construction ,even, can trouble if the soil founding strata is not OK. Therefore , I feel a Geotech er certificate shall be made mandatory as regards correctness of founding strata .
Quality control must start from ground first.
Just a personal view after seeing interesting post from Geo tech expert.

Today come to know that Alpa Sheth was member of committee before act was floored. If so committee constituted for recommendation of said act has never thought of practicing Engineers practicing in remote rural area. The committee has damaged such fraternity members a lot
The said Act is not for structural engineers only so far i understood it, prima facia a it is for all civil Engineers. The problem is the process of Registration. CGDCR has allowed civil engineers to approve plans in UDA where as GCPCE is not allowing this hence the oppose started. GCPCE has also wrote all municipalities to make it mandatory to register with them as PCE and not renew licences under CGDCR.
Only 56 Engineers got registration till date due to demand of many documents by GCPCE.
This registration will lead to unemployment of those engineers who are practicing in remote rural area under CGDCR provisions. |

Mr Choksi,
May I kindly direct your attention to the GCPCE Act and the accompanying rules and regulations which exempts certain type of structures from certain requirements? Pl review Clause 26 of the Act. Remote, rural areas are covered.
It is always so much more satisfying to have a well-informed discussion than be swept by emotions and paint something evil without really trying to be knowledgeable of the subject matter.
In this age of social media, we are all so easily swayed by fake news that it is impossible to reach out and listen to each other. The environment today is so fragile and vulnerable to the stoking of mass hysteria by vested interests.

Expert committee has damaged fraternity members a lot and this will lead to unemployment for Engineers practicing in rural and remote area |
