I think cover, considering Moderate conditions of exposures :

If Shear wall upto 200 mm thick,, Reinf  dia upto 12mm  ,  Cover = 25 mm

Other wise 40 mm  

Also Cover be also checked up for Fire resistance for specified Hrs of resistance.

Pl refer IS 456  regarding Fire resistant

Cover to Shear wall is given a bove is based on  Compression member requirements for columns.
